The Global Sourcing Specialist is responsible for helping the Head of Service and Service Strategy department to ensure a coherent and optimized approach across the Global Business Services (GBS) organization for Service and Sourcing Management practices and use of resources (internal and external workforce, services and IT assets).
The position plays a key role in the definition and implementation of coherent global strategies and frameworks for Sourcing of Services, IT Assets and Workforce, Vendor Management and continuous monitoring of the overall GBS performance on this respect.
This will be achieved by contributing to:
-Develop and maintain GBS sourcing strategy, which aims at optimizing GBS delivery by creating a global and flexible sourcing model
-Provide framework and processes to the GBS organization to manage service supply efficiently both in depth (strategic, tactical and operational level) and in scope (services, IT assets and workforce)
-Decision making enabler for activities in scope (providers, licenses and resources) through an efficient sourcing governance
-Develop and maintain the GBS Sourcing Plans as part of the GBS Strategic Plan for providers, licenses and resources
-Monitor compliance with GBS Sourcing Plan and GBS Sourcing Strategy and escalate deviations
-Ensure consistent service and sourcing management practices and capabilities in all GBS Service Areas
This is a highly transversal role requiring a high degree of interaction at management level with a number of key stakeholders including the GBS Department/Division Heads, Corporate Purchasing, Human Resources, Legal and a large range of external service providers.
Main responsibilities
Sourcing Strategy & Model
- Drive definition and implementation of the global sourcing strategy together with CIO and GBS Division Heads, GBS senior management, purchasing, HR and external service providers to guarantee the coherent and optimized usage of resources in line with evolving business needs.
- Identify and ensure measurement of value based key performance indicators in order to demonstrate the business outcomes from the sourcing perspective and to evaluate the process effectiveness and efficiency, its implementation, revision and improvement efforts.
Workforce Strategy and Resource Performance
- Ensure consistency, the quality and the efficiency of the resource planning activities, sharing visibility on the resources across the GBS organization
supporting the high level plan.
- Consolidate changes in resource needs across the GBS organization together with GBS Management and HR. Resource planning adaptation to service support model, leverage global resources, capacity planning.
- Ensure toghether with HR that there are standard definitions of roles across the GBS organization.
- Definition of clear metrics to monitor the optimal utilization of internal and external resources by GBS.
- Dashboarding, analysis, reporting: Continuous reporting on status of overall resource utilization to CIO, GBS Operational Committee and GBS Senior Management.
- Identify synergies and efficiency gains in Planning & Reporting processes, challenge and control process dependencies and coordinate the enhancements.
- Regular budget and forecast submissions in line with high level plan.
Vendor Governance and Sourced Service Performance
- Establish and drive a clear and efficient governance framework for the service management across various stakeholder groups allowing continuous service improvement.
- Monitor vendor financial management (billing process, purchase requisition, invoicing, business case creation).
- Monitor vendor delivery against service levels and follow up on KPIs. Ensure a consolidated performance reporting to the business stakeholders based on the agreed service levels and propose and initiate corrective actions to ensure and adapted level of service at an optimized price.
