ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
GENERAL OBJECTIVE
This position falls under the supervision of the head of the Health and Nutrition Department, and falls under the purview of the technical department, in close collaboration with the other technical areas of ACF.
The position aims at improving the quality and capacity of our programs in concrete geographical areas of intervention, as well as the department’s specific technical development.
The person in this position will be in charge of his/her own geographical area of intervention, and will be responsible for the relevance, operational quality, as well as identifying and justifying ACF-Spain’s Health and Nutrition Programs. In order to achieve this general objective, the technician’s prolonged presence in the field will be necessary, where he/she will advise, train, position and implement.
SPECIFIC OBJECTIVES
1. Mission Support
• Participates, along with the operations Department and other technical staff members in the definition of the mission strategy, and the yearly intervention plans.
• Conduct a monthly situational analysis of the objectives set in the intervention plans for each mission. This analysis will be presented at the departments’ monthly mission follow-up meeting, along with the rest of the technicians from the other geographical areas of intervention.
• Promotes an integrated technical focus, aligned with the other sectors, and incorporating cross-cutting themes such as: resilience, monitoring and evaluation, advocacy, gender, human rights, environmental focus, etc.
• Conducts periodical evaluation visits to the missions, implementing an inclusive evaluation-training process.
• Support the definition and implementation of the NUT & Health Team’s capacity-building plan, along with the HR department and the mission.
• Develop a technical follow-up routine for missions as well as projects, in coordination with the head of each mission, using the monthly technical report and the APR.
• Promote the exchange of information between missions.
2. Project Support
• Implement actions directed at improving the quality of the identification and formulation processes for new proposals. Participate in the validation of the proposals presented to different donors, ensuring a prior discussion of the strategy to be presented with the technical reference point or each country’s technical team.
• Support the design and monitoring of the project’s monitoring and evaluation plan with respect to the Health and Nutrition component.
• Ensure the sharing, development and use of the management tools and procedures for specific ACF projects, according to the established management protocol.
3. Human Resources and Training
• Support the HR Department in recruiting, training and developing technical personnel.
• Support the HR Department in defining responsibilities for each position.
• Develop the processes following the standard procedure for briefing and debriefing the mission teams under his/her responsibility as Health and Nutrition Specialist.
• Actively participate in the definition, implementation and monitoring of the training plan for the technical referent for each mission.
• Provide technical help and training for the technical personnel incorporated in the HTP program.
• Participate in the creation and implementation of training courses in relevant institutions or other forums that ACF might have an interest in.
4. Technical Development
• Participate in the development of tools and manuals.
• He/she will be in charge of capitalizing on successful experiences and good practices drawn from the activities developed during his/her missions.
• Promote information exchange with other ACF teams, or teams from other NGOs on specific themes for which he/she is the reference point within the department.
• Ensure the consolidation of information, and the analysis of the health and nutrition projects to achieve a better technical approach.
• Actively participate in the identification, creation and development of research and innovation projects, following ACF’s policies.
• Actively participate in the thematic discussion groups that are assigned to him/her, according to his/her profile.
4. Other Functions
• Actively participate in the definition of the technical strategy and the creation of the Technical Department’s yearly action plan.
• Actively participate in the evaluation process of the plan. Along with the technical referent, collaborate in identifying objectives and results to make the evaluation more objective with regards to its achievements.
CANDIDATE PROFILE
• University Degree in Health, Nutrition, Certificate in Nursing.
• Training in public health, international health, and broad knowledge about nutrition in different international and humanitarian contexts.
• Minimum 3 years’ experience in NGOs in high-level positions, especially in the coordination of Health and Nutrition projects in different geographical contexts.
• Specific knowledge of the following fields: (Nutritional security diagnosis), SMART, NCA, SQUEAC, definition and monitoring of intervention strategies in the Health/Nutrition field, development of multi-sectoral programs.
• Professional experience with humanitarian crises and emergency response.
• Knowledge of ACF-Spain’s administrative, financial and logistical procedures as well as the main European and Spanish donors is an asset.
• Good analytical and writing skills.
• Ability to properly represent ACF, skills in communication and team management.
• Knowledge of epidemiology and basic statistics. Ability to read, analyse and understand data.
• Deep understanding of the importance of gender in the humanitarian field.
• English, French and/or Spanish.
• Knowledge of Office and data processing programs (Word, Excel, Acess, PPT, QGIS, R, SPHINX, etc.)
• Ability to travel to the field frequently.
REMUNERATION PACKAGE
We offer immediate incorporation to a dynamic international network with the following remuneration package:
• Temporary work contract.
• Salary: between 27.000€ and 30.000€ gross per year.
• ACF- Spain’s remuneration system allows a salary progression based on an annual development appraisal.
• 25 working days of paid leave per year.
• Meal vouchers.
For field assignments, ACF covers travel, housing, and per diem costs.
